CITGO is a US-based refiner, transporter and marketer of transportation fuels, lubricants, petrochemicals, and other industrial products headquartered in Houston, Texas. The company owns three large and complex refineries in the United States and is the 5th largest refiner in the country. The company has over 3,400 employees and also owns and operates terminals, pipelines, and lubricant blending and packing plants. CITGO also has over 4,900 independently owned branded retail outlets across America.

The General Manager, Government and Public Affairs (GM G&PA) is responsible for supporting the VP Legal & Government and Public Affairs and will take direction from the company’s top executives.  This individual must first understand the executives’ overall plan for the company and then will set specific goals to fit in with the company’s vision, mission, values and key goals. The GM G&PA will direct employees and partners to achieve corporate goals to achieve best corporate image and reputation and to build healthy relationships with State and Federal legislators.  This leader must have strong leadership qualities and be able to get excellent performance from the team.

The GM G&PA will design and execute all of the company’s government and public affairs programs in support of the company’s strategic objectives in all areas of operation of the company. Such objectives include maintaining close contact with local and state government and community leaders who can influence the company’s operations environment. Internally, the GM G&PA will work closely with the management, legal, HR, HSSE and public relations in order to keep communities informed of the company’s operations and to support local and national causes that the company has identified as part of their social responsibility objectives.

The GM G&PA will develop KPI’s to measure the effectiveness of the company’s initiatives, will elaborate an annual budget with clear objectives, will manage the local teams that support the initiatives, evaluate their performance and proposes changes as necessary.

The General Manager of Government and Public Affairs must demonstrate mature judgement and confidence in dealing with senior and high-ranking members of national and international institutions, government and non-government agencies.
